The grantee, a non-profit organization in Montana, has been cited for engaging in questionable purchasing practices under its award ending in November 2009. The EPA alleges that the grantee had an apparent, if not real, conflict of interest with the company it contracted with and did not conduct a cost analysis when engaging in sole source contracts.
