The “referant” groups are-indigenous survivors. The Chikamagua are historically well known and documented by many. The Chickamagua in the main, encompassed varied and various individuals and families of conservative minded Indigenous from a number of “Tribes” ; such as Cherokee, Shawnee, TsoYaha Uchee [aka Uchi], and, more. Under a staunch conservative leadership of such men as Dragging Canoe, Tahlontuseegee, Tahchee, White Path, the Bowl, Mush, and many others, they all were allied within a greater Indigenous western alliance encompassing all Indigenous of the greater Ohio Valley.An alliance later led by Pucksinwas son, Tecumseh.

The Eastern Band of Cherokee funds and operates their own Social Services division (as well as participating in the State-funded Social Services program) so I don’t know that your statement about this Tribe being the first Tribe to operate their own program is accurate.
