REQUEST FOR PROPOSAL

Notice is hereby given that request for proposals (RFP) will be received by the Bishop Paiute Development Corporation for the purpose of development of a Full Service Grocery Store within the Bishop Paiute Reservation, located in Bishop California, and is soliciting proposals from qualified consultants or group to perform a Feasibility Analysis.

Work performed shall include:

  1. A customer market assessment, a comparative analysis of grocery store competition within the radius of the Bishop Paiute Tribe. What are the major factors of marketability in area.
  2. Determine whether the Tribe should invest in a Name Brand Grocery Store through build to suit/lease or an Independent Grocery Store (Tribal owned).
  3. Determine whether a grocery Store on Tribal land would attract customer base/population and support sustainability. Determine the demographics.
  4. What is the proximity of customer base and driving patterns.
  5. Determine store site, size and adequate surface parking.
  6. Determine store operating costs and potential of generated revenue needed to sustain operations.
  7. What impact if any would the development have on the Indian community and City of Bishop, CA.

Interested parties shall provide resume of past experience, proposed project approach, cost and time period for completing feasibility analysis. In the event it becomes necessary to revise any part of the Request for Proposal, revisions will be provided to all Offerors who received the initial Request for Proposal.
